Short answer: Choose
Allow Call and the call can be initiated.
This is a Safari feature. When you click a link that may initiate a call from a website, you get the option of
Cancel. If you choose
Cancel 3 times, Safari thinks that you maybe experiencing a problem where the website is creating unwanted call requests. Safari then starts providing this error message. ("This website has been blocked from automatically starting a call." Ignore | Allow Call)
When you choose
Allow Call, Safari will reset the flag and will return to providing the option to Call or Cancel.
